Dialogue and Dissent

The Dialogue and Dissent programme (2016-2020) is supported by the Dutch Ministry of Foreign Affairs under the grant facility Dialogue and Dissent, a strategic partnership for lobby and advocacy.

The programme focuses on strengthening the capacity of civil society organisations to engage in dialogues with stakeholders for better policies, practices and investments. PfR focuses on climate-related natural hazards, whose underlying causes and potential for disasters are often the result of human-induced processes. Stakeholders include CSO's, governments and the private sector. The programme is implemented in 10 countries: Ethiopia, Haiti, Guatemala, Indonesia, India, Kenya, Mali, Philippines, South Sudan, Uganda.

Dialogue & Dissent builds on the PfR1 programme: evidence created during the first programme phase is used to show stakeholders the types of policies, practices and investments needed to reduce the impact of disasters. 

PfR1 programme: The first programme of the Partners for Resilience (2011-2015) was implemented in 9 countries: Ethiopia, Guatemala, Indonesia, India, Kenya, Mali, Nicaragua, Philippines, Uganda. The programme was funded by the Dutch Ministry of Foreign Affairs as part of the policy framework “Subsidiebeleidskader Medefinancieringstelsel 2011-2015 (MFS-II). The programme focused on reducing the impact of disasters and on strengthening the resilience of local communities.
